An initial amendment had suggested that the bill would essentially endorse file sharing if not for commercial purposes. Under the final draft it appears that this position has been moved away from, though enough leeway has been left for national governments to interpret and define the scope of the directive. So basically it’s still too early to definitively say what this means for the music industry in Europe. Don’t you just love European parliamentary process.… |
